All praise is due to Allah, the Lord of all creation—and may He extol the Messenger in the highest company of Angels, and grant him peace and security—likewise to his family, Companions, and true followers.

Principles Regarding The Rulers – By Abu ‘Iyād Amjad Rafiq حفظه الله.

  • The false claims spread by the media that Salafiyyah is linked to terrorism, and the importance of clarifying these misconceptions.
  • Core concepts terrorist ideologies are based upon.
  • Examples of the scholars’ refutations of these deviant ideologies and those who promote them.
  • A beautiful passage from Ibn al-Qayyim (رحمه الله) regarding the wisdom of Allāh in making the kings and rulers to be in accordance with the actions of their subjects.
  • Twelve principles regarding how the Muslims should behave with their rulers, with supporting evidences:
  • 1. The Messenger ﷺ called to ijtimā’ (unity).
  • 2. He ﷺ warned from splitting and the causes of splitting.
  • 3. The jamā’ah cannot exist or be upheld except with an imām who is given ṭā’ah (obedience).
  • 4. This obedience must be given irrespective of whether the ruler is pious or sinful.
  • 5. The Sharī’ah has prohibited secrecy.
  • 6. Khurūj (rebellion) is prohibited.
  • 7. The Sharī’ah has ordered us to give advice.
  • 8. The prohibition of reviling and abusing the rulers.
  • 9. Advice to the rulers must be given in private.
  • 10. It is prohibited to rebel even if the ruler continues upon disobedience and oppression after he has been advised. Rather, the Messenger ﷺ commanded with patience.
  • 11. The prohibition of publicising the sins of the rulers upon the minbar.
  • 12. The prohibition of inciting the people against the rulers, scholars and jamā’ah.

Questions:

  1. Are Salmān al-‘Awdah and Safar al-Ḥawālī still upon the same manhaj for which they were criticised or are they now upon the Salafī manhaj?
  2. Some people say that since this is Dār al-Ḥarb we are allowed to use deception and secrecy in our dealings.
